JAKARTA. Ministry of Energy and Mineral Resources (MEMR) recently is preparing two regulations to support the increase of national oil and gas production. Director General of Oil and Gas, Evita H. Legowo stated this in a seminar “The Role of IOR (Improved Oil Recovery) Technology to Increase National Oil and Gas Production,” held by Chemical Vocational Board of Indonesian Engineer Association (BKPII) and Association of Indonesian Petroleum Engineers (IATMI), Wednesday (23/11/2011).
“We are processing two regulations, one if Presidential Instruction (Inpres) special for increasing production and Minister’s Regulation (Permen) for EOR ((enhanced oil recovery),” says Evita.
She added that Inpres to increase national oil production would manage some matters such as coordination improvement and accelerates problem solving to increase oil production and encourage production optimization in existing fields or accelerate new reserves invention. While, for Permen would be specialized to discuss about incentive given to implement Enhanced Oil Recovery (EOR)
“It is being discussed. We hope advices of the forum both opinion and program,” says Evita.
The implementation of EOR do important, remembering than oil and as is becoming mainstay energy resource in the future. The government is targeting oil and gas to contribute about 20 % for national energy mix. It means that oil production is hoped to be able to reach approximately 1 million barrel per day.
The development of oil and gas working areas divided into three phases: primary recovery phase; secondary recovery phase: and tertiary recovery phase. So, do still have chance to increase production. EOR implementation itself includes in an effort of developing oil and gas working area in tertiary recovery phase.
BPMIGAS very encourages cooperation contract contractor (KKKS) to implement EOR. “In the WP&B 2012 we are processing together with KKKS, BPMIGAS obliges all KKKS to compose a WP&B, which mentions a program of EOR implementation,” says the Head of BPMIGAS, R. Priyono. He added that BPMIGAS encourages any business scheme developed by KKKS or Pertamina in implementing EOR, with requirement that it does not disturb State Revenue. (AK)
